										<content:encoded><![CDATA[<p>Informatics and data privacy are crucial topics when it comes to healthcare. Integrating the latest technologies also means making sure the healthcare providers, institutions and systems developers adhere to policies and regulations that affect IT integration. Nurses are generally consumers of IT technologies, though they can also be developers of healthcare systems. It is imperative that nurses know not just the basics of informatics, but also, the legal implications of being consumers or developers of healthcare systems.</p>
<p>HIPAA or the Health Insurance Portability and Accountability Act is a US legislation that provides guidelines on how informatics can be integrated into healthcare by highlighting security, privacy and compliance. This regulation guides healthcare practitioners and systems developers in building healthcare-related IT systems.</p>
<p><em>How is HIPAA relevant in the Philippine context?</em></p>
<p>In the Philippine Data Privacy Act (DPA) of 2012, the term <em>&#8220;current data privacy best practices&#8221;</em>  appears on Section 20 (c) &#8211; appropriate level of security of personal information. Although HIPAA is not specifically mentioned in the DPA, it can be considered as one of the  industry best practices in the field of health informatics. Thus, when implementing any health IT system in the Philippines, developers and integrators must take into consideration the HIPAA guidelines.</p>
<p>One of the provisions of HIPAA that can be relevant in the Philippines is the presence of business associate agreement (BAA). If the IT system used by the healthcare provider or institution is not homegrown or not developed in-house, there should be an agreement between the third party vendor and the provider/institution. This is to protect personal and sensitive health information by making the data processor accountable in the health data processing. BAA can be likened to the agreement between the data controller and data processor as stipulated in the Data Privacy Act. Even though the term <em>&#8220;business associate agreement&#8221;</em> is not specifically mentioned in the DPA, the concept is still applicable and highly relevant especially in the field of Philippine healthcare informatics.</p>

<p>The Playbook is a resource to help decision-makers manage and adapt COVID-19 responses as they move through different phases of the response from preparedness through recovery. The tool features a user guide, glossary, COVID-19 response essential checklist, and an interactive adaptive response graphic that links to key principles and high-yield tools tailored to different phases of the disease curve. The tools and principles are organized into the following categories:</p>



<ul><li>Coordinated response</li><li>Box the virus in (disease control)</li><li>Case management</li><li>Physical distancing</li><li>Essential health services</li><li>Essential societal services</li></ul>



<p>Global knowledge around COVID-19 is evolving rapidly, as such this playbook is a “living,” dynamic document. Tools and resources will be updated regularly as new guidance on COVID-19 is released.</p>

<h2>Program Overview</h2>



<p>The TIGER Scholars Informatics Internship will provide opportunities for selected candidates to:</p>



<ul><li>Enhance their knowledge of health informatics education and practice</li><li>Expand their network with the HIMSS TIGER Interprofessional Community</li><li>Develop mentoring relationships with community leaders</li><li>Participate as a member of the global health informatics community through conferences, webinars, meetings and social media</li><li>Engage in activities that promote the profession through education and advocacy</li><li>Learn about the services and opportunities offered through HIMSS and TIGER for continuing professional development, certification, and career advancement&nbsp;</li></ul>



<h2>Program Application &amp; Selection Process</h2>



<p>The TIGER Scholars Selection Panel will review all applications and rank candidates based on the following criteria:</p>



<ul><li>Demonstrated interest and/or experience in health informatics</li><li>Quality and strength of recommendations</li><li>Academic achievement (candidate must be in good standing academically)</li><li>Must be fluent in written and spoken English&nbsp;</li></ul>



<p>Students may not participate in any other internships while serving as a TIGER Scholars Intern.</p>



<p>The TIGER Scholars Informatics Internship application deadline is&nbsp;<strong>Monday, 1 June, 2020</strong>.</p>

<h2>Program Objectives and Benefits</h2>

<ol><li>Expand the skill set and knowledge base:<br>TIGER Scholars Interns will receive full access to the educational resources available through the TIGER Virtual Learning Environment (VLE) including the <em>Health IT Foundations</em>&nbsp;course hosted by Carnegie Mellon University’s Opening Learning Initiative. Once completed, each intern will be eligible to sit for a final course assessment towards a certificate of completion. This course is aligned with CAHIMS certification and each intern will be encouraged to sit for the exam after successfully passing the course. Once obtained, the certificate of completion and CAHIMS certification can be added to the intern’s CV, resume, LinkedIn profile, etc., to demonstrate their expanded knowledge of important informatics and health information and technology concepts and topics.</li><li>Leader mentorship:<br>TIGER has a growing international network, currently represented by 29 countries worldwide.&nbsp; Many industry leaders serve in TIGER leadership and volunteer roles. Based on areas of interest, TIGER will pair interns with 2-3 mentors throughout the academic year. Interns will have opportunities to gain insights into current studies and projects as well as garner input into post-graduation career ideas.</li><li>HIMSS TIGER staff coaching and engagement:<br>TIGER Scholars Interns will learn alongside and shadow HIMSS TIGER staff and may also have the opportunity to cross-collaborate with other HIMSS community liaisons and staff. TIGER staff and leadership will provide insights and feedback on student resumes/CV’s as they seek to obtain their first jobs in the health informatics field or advance their career post-graduation.</li><li>Financial stipend:<br>The TIGER Scholars Informatics Internship&nbsp;offers a $3,200 stipend per year plus a bonus based on performance to each student selected to participate.</li><li>HIMSS Student Membership:<br>The TIGER Scholars Interns will receive a one-year complimentary HIMSS student membership and are encouraged to continue their HIMSS member post-internship.</li><li>Serve as a HIMSS Global Health Conference Program Assistant:<br>TIGER Scholars Interns will serve as Program Assistants for the HIMSS Global Health Conference &amp; Exhibition during the year of their active internship. Benefits, prerequisites, and financial responsibility are consistent with those of the overall Program Assistant role.<br><strong>Benefits include:&nbsp;</strong><ul><li>Networking with nearly 45,000 industry professionals, from 90+ countries</li><li>Conference education sessions*</li><li>Exhibit Hall featuring 1300+ healthcare IT companies*</li><li>All scheduled daily meals throughout the conference, including breakfast briefings, lunches, program assistant/staff dinner and social functions</li><li>Complimentary shared housing</li><li>Complimentary conference registration*</li><li>Daily transportation to/from the convention center</li><li>Post-conference cash incentives based on performance *Badges will allow access to both the education sessions and the exhibit floor. Program Assistants will have dedicated blocks of time allocated in their schedules to attend daily.</li><li>Availability to be onsite at the conference full time from Sunday – Friday (final day of the conference until 3:00 pm ET). The 2021 HIMSS Global Health Conference &amp; Exhibition will be held in Las Vegas, Nevada, USA.</li></ul><ul><li>Provide their own air transportation to/from Las Vegas, Nevada, USA.</li><li>Provide their own ground transportation to/from the airport and hotel.</li><li>Cover their incidental charges (i.e. hotel incidentals and any food and beverages outside of scheduled meals).</li></ul></li><li>Internship projects:<br>TIGER Scholars Interns will complete several projects as part of the internship experience. Projects may include opportunities to:<ul><li>Create resource content sharing thought leadership related to hot topics and emerging trends in the industry. Example: An editorial article on health informatics competency</li><li>Assist with identifying and selecting leaders in the health information and technology field to evolve the TIGER VLE webinar series. Serve as webinar moderator. Research skills would be necessary to fulfill this opportunity.</li><li>Help edit and draft publications, including conference and workshop proposals.</li><li>Develop a case study focused on TIGER’s current scope of work as it relates to current classes or areas of focus within their program.</li><li>Prepare and deliver a presentation about TIGER and the opportunity it offers to make an impact on education reform to a class, HIMSS Chapter or Community, or broader online audience.</li></ul></li><li>Professional networking through the TIGER Interprofessional Community:<ul><li>Attend monthly TIGER International Task Force, TIGER Scholars Workgroup, and/or TIGER VLE Workgroup meetings (based on interest and availability) to meet global TIGER leadership and volunteers while hearing firsthand about the state of the industry and what TIGER is doing to transform education, practice and resource development worldwide.</li><li>Expand and cultivate a strong international network by working with TIGER staff and volunteer leadership.&nbsp;</li></ul></li></ol>

<ul><li>The TIGER Scholar Informatics&nbsp;Internship&nbsp;will run for one academic year, beginning with the fall through the spring terms.</li><li>Program hours, commitment time and course/program credit granted will vary based on the student’s academic program.&nbsp;</li></ul>

<ul><li>This is a remote internship opportunity. Candidates must have a computer, internet access and home office setup that supports this role remotely.</li></ul>

<h2><strong>DEVELOPMENT OF AN INFORMATICS NURSE SPECIALIST PROGRAM AND CERTIFICATION PROCESS FOR THE REPUBLIC OF THE PHILIPPINES</strong></h2>

<h3><strong>Abstract</strong></h3>



<p>There is a pressing challenge of setting mechanisms to address the issues and concerns of certification and standardization. Its significance is founded on the consideration of nursing as a discipline of knowledge and a practice profession. This study aimed to address and develop the informatics nurse specialist (INS) certification program using existing cases as a foundation to the development of a sound certification program. Specifically, it resolved questions on the development, elements, patterns and proposal of an INS program and certification process. This study utilized a multiple case study approach with a single unit of analysis. Case reports have been prepared for both cases, the American Nurses Association and the International Medical Informatics Association – Nursing Informatics Special Interest Group, on their similarities and differences as they align with the development of the informatics nursing specialist program and certification process. Two main conclusions can be derived from this study: (1) Significant patterns identified to be common among the different INS program revolved around 5 key elements. There are also 14 core patterns that emerged in the analysis of these cases; (2) There are 15 significant patterns, specifically among competencies, identified to be common among the different nursing informatics certification processes.</p>
